Tape? No it is rubber ziptied so the fork doesn't hit/scratch the side of the frame and vice versa.

No it is not a good price actually.... my friend got a brand new 05 shore this year (the green one) with Hayes mags and way better compenents for 2500, plus yours is used. Good luck selling it.
